Stage 1
The first part of a use of force encounter is the legal standing analysis: why was the officer there?
Stage 2
At some point during the encounter, the law will permit the officer to use force during the encounter.
As the encounter proceeds, the officer may use force. Sometimes the time gap between Stage 2 and Stage 3 may be seconds or several minutes.
Stage 3
Stage 4
This is the last part of the force encounter: arrest, death, tactical retreat, escape, or inability to carry out the mission.
